duping is a hack but it does not mean the items are impossible to find
like if you find a duped stone of jordan, it doesnt mean its hacked, some might say it is also hacked, but many consider it just duped or boot leg :P

i know they exist.... but there not turned on no more so the ones taht r left must be all dupes

They were never turned on, just hacked out of the servers

Well.. You must have missunderstood.
Blizzard has specificly stated that the ring was never
enabled. My theory is that a blizzard emplyee or two
who have supreme access to the servers can do whatever they want. Like putting unid 08's fusing and the Constricting ring on the realms.

Keep in mind its just a thoery, and unless a trusted person
either knows who does these things or even does them himself tells us the truth about it, it will always be a theory it cannot be proven as of yet.
