the item lvl for valor is 85 and windforce is also 85 how can meph not drop wf?

Windforce is Weapon TC 87, Valor is Armor TC 78. And Mephisto can drop UP TO TC 78.

I don't believe Ilvl has anything to do with who can drop it.

A monster's Mlvl need to be equal to or greater than the Ilvl in order to drop the items of that Ilvl.

That is not possible.

Ok people listen here the character lvl requirement on the item has nothing to do with its drop. Only the character lvl, the mlvl, and the ilvl have to do with the drop.
