What they really mean:

"We banned www.norml.com becaue it gets the truth out about marijuana. God forbid if anyone finds out what pot really does to you. They wont believe the horseshit our health ed classes and our very own government shove down their throats."

And, in the long run, they're making more people use it. They'll be even more curious because the schools don't want them to know.l So, they're defeating their own cause.

If they are dumb enough to let you install any software, get a socks client.
