the pic i was using started out at about 100x100 or something and i reduced it down to 75x75 and it still said image was too large, am i doing something wrong?

Too many KB maybe?

is there a way to check that using paint cus thats where ive been doing it, or is there somewhere else i should do it?

Try looking at the file properties in explorer before you upload it.
