then what about if u use a +3foh stick and 9x pcombs.
1 point into each would give you lvl 1 holy shock and lvl 13 foh.

do u keep them same base level? or overall lvl after + skills?

Same base level. For every 1 point in holy shock you put, put the other one on FOH. You can buff up your foh with + skill points. + skill points don't work via synergies (unless they changed something)
