Cruel Phase Blade can only have 2 socket max.
The 3 chips + Sword formula can't roll a Phase with Cruel mod.

Sooo the only ways to get a Cruel Phase Blade of Quickness is either:
3 Pgems Rerolling OR
Shopping OR
Find one on the ground...!
