If I'm not entirely wrong, that's a screenshot from the SA forums as they're called "The Awful Forums". Of course, it's a pay community, and people are often serious about what they do. That is, amusing people at any expense. Someone clearly thought it'd make a great topic to do that kind of thing to some random person, and so he did, and got a laugh out of it at someone else's expense.
As I believe someone once said; "What's wrong with making someone else suffer as long as you can have a good time, and you won't get to take the blame?". Sadly, it's all true, that a lot of troublemakers can do just what they want to in the world. "There is no perfect crime" is another famous quote, but what about the high percentage of crimes that are never even noticed?
