Best way for leveling that ive noticed is to go act1 till lvl 14, act2 till lvl 26 , baal run till about 35-40 try and get a boost to NM baal , run till about lvl 70-80 then get to hell baal,

There are some level limits, no xp at baal normal before lvl 26 but havent noticed any others than that.
