Exactly. Hence why i recommend that mods be appointed sup mods, and not regular memebers be sup mods. That way there is trust involved, and teh staff size doesnt grow any larger. On the topic of new staff, i also think that certain forums may need new mods if they arestaying as inactive as they are.
