Well, for Nords, with max Fanat, you will only need 45 IAS, and 25 of which is on the weapon, so you will only need 20 IAS for 4 FPS Zeal. You can get that elsewhere, not only on gloves. Those gloves are probably the best to get, other than maybe some badass crafteds.
