I always looked at using the "multiple accounts" reason to just get someone banned for a longer time because I didn't like him/her. It's damn cheesey, and fucking Sovereign has one, as well as WW, although WW's is legit and is purely for testing purposes.

So it's alright for someone to plot a murder, a bank robbery, a bombing, or anything like that, until they actually do it? Get real.
