Arn't the people of China, or one of those other overpopulated countrys, limited to only one or two children? That would be a good policy worldwide. Or even better but not as likely an in depth criterion to decide if you and your partner are even worthy of children.
There are regions where this is a valid concern, however as a worldwide policy, it's a bit premature for that. Once technology allows extraterresrial settlement, this will become less of an issue unless there are limitations put in place for unforseeable circumstances in that timeframe.
I kinda agree that a preliminary screening be done in regards to becoming a parent, but that would never happen in America as it goes squarely against cultural beliefs. I suppose we have the right to be stupid, and many people make use of that right.
