Depends on if you're talking about frequency or length of time. Even then, I can't really tell you. A lot of people have been banned for a long long time so they would probably win length of time. Frequency is most likely a tie between myself, D3v, and Grav, maybe Mantra. I can't think of anyone else that's been banned an incredible amount of times.
