Probably because they didn't go as far in the tournament as Samus? I really don't know though.

Sephiroth didn't make it a single round. Samus won. There's a big difference in that situation. I allowed Seymour back in because I realized how small the list actually was and a lot of the other suggestions were terrible.

If you hadn't noticed, basically everybody on that list after Sephiroth are characters that I editorially added to increase the selection. Without those last nine suggestions I added, this list blows almost as bad as the heroes list.
