You can't really merge two tilesets to make one big tileset. They have to stay the same size (like the face poses, you can only have 16 of those and they must be a certain size.) You COULD take the best tiles and put them on your own tileset (overwriting other tiles in the process) but it won't read any farther than the size of a standard tileset.

Each tile: 16x16 pixels
Total tileset size: 480x256 pixels

Which means its 30 tiles by 16 tiles... 480 total tiles. You can mess around with that...

In the next version, they should allow you to take eliments out of other chip sets...

You already CAN take tiles from other chipsets and put them into another chipset.. You just have to overwrite other tiles in the process. The big tree in the Basis tileset is 2 tiles by 2 tiles.. that means, if you want that in another tileset, you have to overwrite 4 tiles. It should be in the upper layer side... it's easy to tell which layer is which.

To simplify, pretend that each tileset only had 10 tiles. If you wanted to put a new tile in, you'd overwrite some other tile, AS LONG AS THE SIZE OF THE CHIPSET REMAINS CONSTANT. No matter what, our theoretical tileset would only hold 10 tiles... it doesn't matter what those tiles are.

You can use Paint, just open another TileSet and cover all the tiles with pink then you can start creating from there.

If you want iDraw, then I'll have to find you a link.
