This popped up in google's sponsered links, so I doubt it's a scam and I've yet to find anything shady about it.
This website requires no credit card, costs you nothing, and is fairly easy to use. Basically you get a phone card for signing up, and you can sign up with other websites(free of charge or not free of charge, depending on which you do) and get more points for it.
