While I'm not really sure of my stance on the situation, I'll try to provide some clarity.

The Subscribed Forums button will filter out particular forums for members. That doesn't satisfy the suggestion that was provided here. The thought, as I understand, is that people (all people, not just those who don't like the Dragoon threads) will post more threads if there looks to be less activity.

The suggested problem is that, while there is activity in the Dragoon section, most people don't want to post there, because it seems to be a 'private' group of people talking about things that only pertain to themselves. However, since the New Posts button provides ~20 threads, the non-Dragoon isn't going to feel obligated to start a new thread or post in one that isn't currently active.

Telling everyone to filter out the Dragoon forum isn't going to work because a majority of the people that this is targetted at are either too new to know or too inactive to see this suggestion.

To actually implement it, the forum would have to be made private. It could even be just semi-private. There could be a user group, joinable by anyone, that makes it viewable. That would limit visibility to only those who want to see it.

Now that the point is more clear, and I think that it may be a valid one, I will say that I don't think inactivity (even if it's just simulated) promotes activity. I don't believe that, just because there are no new posts, people will be motivated to start some activity.
