Are you refering to exp PER level with "EXP levels"? Or the amount of exp that each mob gives you.
Most likely both. I've never seen it actually specified by a blue, I've just read that it will take just as long from 60-70 as it did from 1-60, and that is how Blizzard wants it. How they will go about making it so is not something that I know.
