Best Graphics Editor?

If you're talking about editing, it is the tool. There are simple things editors (as far as *editing* goes) that you simply can't do with lesser programs - the opposite is not true if its drawing or painting though, that's much much more powerful then simple editing.

Editing? Photoshop probably.
Painting? Several, photoshop is one of them.
Drawing? It's up to their preference and level of skill.
