yup. You can find an airplane at the airport lol. But you can't fly it. And if you want the badass helicopter apachae, you gotta get all 100 hidden packages : \ i've only got 89 Or you can just beat the last mission.

Or you could just fly over to the military base with a regular heli and land next to the "apachae" and get in, once they start shooting at you, do the health cheat(as many times as needed) so your heli doesn't explode and fly away
