Taiwan is "part of China" but it isn't under Chinese governmental control. It is not a fully independent nation, it's mostly independent because of U.S. support. On paper, it's not independent, but in theory, it could be. Taiwan has been trying to become fully indepdent from China for some time. China wants it back.
For example, in the United Nations, they have a representative but they cannot vote. More like an observer.
