If the forums are part of a web space package, you should have an FTP username and password, as well as a MySQL username and password. Download phpMyAdmin (a PHP script), and upload it to your server using FTP. Point your browser to where you uploaded it, and enter your MySQL username and password when prompted. On the left, you should have a drop down listing databases; select your forum database (it should be the one that doesn't say test), then from the list that appears under the dropdown on the left, select an item something like "users" or "members". Once you've done that, the frame on the right should load with the users table. At the top, click browse; find your username, and click edit. There should be a field something like "groupid" "usergroupid" "membergroup", or some such, containing a number. Keep on changing the number then hitting apply untill you have your forums back (the number your looking for is probably less than 20).
I do not have any significant experience with the phpBB DB schema. These are general instructions that would apply to any PHP/MySQL based forums.
