OK, what you need is a microphone that you can record your voice onto your computer with. The sound recorder should already be installed into your computer under the start menu (start/all programs/accessories/entertainment/sound recorder)
Once you have this, record your voice or whatever voice you whant. Then extract your voice in the right format for the rpgmaker you are using(.wave,.midi,Ect.)into your rpgmaker sounds file. Then upload it into your rpgmaker. If this does not work(wich it should)Talk to blue cube.
Sound Recorder (good old sndrec32.exe) saves in .wav format, so that'll import just fine. The biggest issue is tweaking the sound volume...
Of course, you'll probably still need to write out the dialog on-screen anyway, as a subtitle of sorts. Some people just will not understand your voice without it being written on-screen, and you have to account for that. Also, things like names or places that might sound unfamiliar have to be in text form anyway, so people know how to spell it.
omg guys wen i go to sound record and say something the noice doesnt sound and it record but i can heard nothing i am saying i got computer speackers....pls help
Go into your volume control settings (likely a little speaker icon in your notification area, by the clock) and go to Options -> Properties. Click all of the checkboxes in the bottom section (including microphone) and hit OK. Make sure your microphone isn't muted or anything.
If the microphone wasn't muted, go back into the options menu, click the radio button by "Recording", click all the checkboxes in the bottom section, and hit OK. A new volume control window will pop up. Make sure Microphone is selected, and that the volume is up a bit.
