It's too simplistic. The background is a filter, extrusion if I remember correctly, the bar could easily be crafted, the box is a transparent.. box.. with bevel and emboss, and then its just outer glowed text.
But it looks cool.
Actually on second note, I would say just make the background more complex or something maybe an Americas Army background and it'll look really cool.
