Generally there's a set system for calculations. Usually, someone (an admin or moderator) uses a random number generator to determine whether or not someone succeeds in an action and, where applicable, how well they do it.

No, the people that are involved in the event say a fight will discuss it. something like PMing eachother or a seperate thread for the TBRPing discussions. A mod would just make sure people are following the rules and such. I could do it, I rp a lot.
