No, I'm almost positive you don't get synergy bonus from any +skills no matter what level the synergy is.

This should be easy to check.... somebody do it.

Example:
Level 6 firebolt and Level 1 fireball. Write down Fireball damage: 11-25

Put on a +1 skills helmet or armor or belt or whatever the fuck ever. (Thus level 7 firebolt and level 2 fireball.) Write down fireball damage: ??-??

Take off the +1 skills shit and put a point in Fireball. (Thus level 6 firebolt and level 2 fireball.) Write down fireball damage: 23-39

Does the ??-?? match the 23-39? If it does, then it means that the +1 firebolt from the item didn't give you a synergy bonus. If the ??-?? > than 23-39, then it does.

Only actual skill points placed into a synergy count. No +skills are factored in.
