Why would it have a level requirement if it's just for show?
I think they are keys to a much different thing diablo has done so far, maybe like it is used as a portal key (unlimitied lets hope) to a place easier to lvl...maybe hell itself. (Baal runs seem to have diminished and 10x harder).
