If it wasn't good Propaganda, then Goebbels would not have been in so much favour.

It was Goebbels idea of Totaler Krieg, and the speeches he made on it, that really got the Genocide happening. If Hitler hadn't have had Goebbels, then there might not have been such a horrific loss of life.
